Approval and execution by the County Administrator of the Fiscal Year (FY) 2024 Social Action Grant Funding Agreements with nineteen (19) community agencies.

● Pinellas County Human Services administered a competitive, online grant application process for FY24 Social Action Grant Funding.
● The grant solicitation opened on May 15, 2023, and sixty-two (62) applications were received.
● An amount not to exceed $1,706,100.00 in funding is available and consistent with the FY24 adopted budget in the General Fund portion of the Human Services Budget; this is a 10% increase from FY23. Individual awards range from $17,500.00 to $150,000.00.
● On September 19, 2023, the Board approved nineteen (19) community agencies for Social Action Grant Funding with programming in the areas of food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents and supportive services for an aging population.

Summary:

On September 19, 2023, the Board approved nineteen (19) community agencies for Social Action Grant Funding with programming in the areas of food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents, and supportive services for an aging population. Nineteen (19) agreements are being brought for signature in this item. The grant awards will be for a one-year (1) project period.

 

Background/Explanation:

Social Action Grants are available to qualified non-profit social service organizations desiring to provide services to homeless and low-income residents of Pinellas County to address their health, economic and social well-being. Pinellas County Human Services administered a competitive, online application process for Social Action Funding through Neighborly Software. The grant solicitation was posted on May 15, 2023, and a standard application form was used to promote effective review and scoring. The County funding priorities for Social Action Grants are food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents and supportive services for an aging population. Organizations were eligible to apply for funding between $10,000.00 and $150,000.00.

Sixty-two (62) applications were received, and nineteen (19) community agencies were recommended for funding through the Social Action Funding Advisory Board (SAFAB).  The SAFAB was established in 2023 to serve in an advisory capacity to the Board of County Commissioners and one of its primary duties is to review applications and recommend projects to be funded by social action funds. The SAFAB consists of members from the Juvenile Welfare Board, the State Attorney, the Public Defender, Guardian ad Litem, Central Florida Behavioral Health Network, Florida Department of Health-Pinellas County Health Department, Foundation for a Healthy St. Petersburg, Pinellas County School Board, Pinellas County Sheriff’s Office, and City of St. Petersburg. This diverse review committee of community partners scored the applications and developed funding recommendations for consideration which were approved by the Board on September 19, 2023.

Pinellas County Human Services is working with the agencies to develop performance outcomes and reporting guidelines.

 

Fiscal Impact:

Funding in an amount not to exceed $1,551,000.00 was budgeted in the Human Services Fiscal Year 2024 (FY24) General Fund budget. Additional funding of 10% was approved as part of the Decision Package for FY24. The approved total funding amount is not to exceed $1,706,100.
