Ranking of firms and agreement with ADT Commercial LLC (ADT) for maintenance, installation, and repair of security card badge access systems and closed-circuit television (CCTV) security camera systems.

 

                     This contract provides a security card access system and CCTV security camera system maintenance, installation, and repairs for the eighteen Utilities and Solid Waste Department sites on an as-needed basis.

                     This contract is effective for a period of sixty months, commencing on August 22, 2024, with a total not-to-exceed contract value of $1,380,750.00. There is a provision for annual Consumer Price Index price adjustments and two additional twelve-month extensions.

                     Four firms submitted proposals with award recommendations to ADT as the highest-ranked firm.

                     Funding for this contact is included in the Fiscal Year (FY) 2024 Adopted Budget and the requested FY25 Proposed Budget of the Utilities Department and the Solid Waste Department in the Solid Waste Revenue and Operating Fund, Water Revenue and Operating Fund, and Sewer Revenue and Operating Fund.

 

Contract No. 24-0046-RFP in the total not to exceed the amount of $1,380,750.00, effective August 22, 2024, through August 21, 2029; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This contract provides for installation, upgrades and repairs to current and new security card access system and closed-circuit television (“CCTV”) security camera systems on an as needed basis. The Utilities Department initiated this contract; however, services may be applied enterprise wide. The contract has a provision for price adjustments at twelve (12) month intervals after the initial term not to exceed the average of the Consumer Price Index (CPI) for all Urban Consumers, Not Seasonally Adjusted, based upon the prior twelve (12) month period.

Background Information:

The Purchasing Division on behalf of the Utilities Department, released a request for proposal (RFP) for the above referenced services resulting in four (4) submittals. Ranking of firms was determined by the evaluation committee on March 22, 2024, with final negotiation of the agreement concluding on April 29, 2024.

This contract replaces the current contract currently held by ADT which expires on August 21, 2024. This new contract has a decrease of $341,104.00 or 24.7% compared to the prior contract.

 

Fiscal Impact:

Not to exceed 60-month expenditure: $1,380,750.00

 

Funding is included in the Utilities FY24 Adopted Budget in the Solid Waste Revenue and Operating Fund, Water Revenue and Operating Fund, and Sewer Revenue and Operating Fund and is also included in the FY25 Budget draft.
