Body

Background Information:

Joe’s Creek watershed is a 9,256-acre drainage basin located in the south-central portion of the County. The watershed receives large amounts of untreated stormwater runoff that has caused the creek to be impaired for nutrients, biologic indicators, and fecal coliform. The project area consists of commercial, industrial and residential areas that experience localized flooding, including the Lealman Community Redevelopment Area (CRA). The project will provide infrastructure improvements that will mitigate flooding and improve water quality. The Trail will improve transportation connectivity and offer recreational and aesthetic amenities to the community.

Fiscal Impact:

The Joe's Creek Restoration and Greenway Trail project, 004116A, is budgeted in the FY27-FY32 Capital Improvement Program (CIP), Capital Projects Fund, and funded by Southwest Florida Water Management District (SWFWMD), Local Infrastructure Sales Surtax (Penny for Pinellas), Florida Department of Environmental Protection (FDEP) - Resilient Florida, and Florida Department of Commerce (FDC) CDBG-MIT funding.

The amendment extends the agreement term through May 31, 2027. There is no change to CDBG-MIT award of $17,120,395.00 or the County’s leveraged contribution.

The current project construction schedule extends through 2030. The agreement permits an extension upon submission of justification satisfactory to FDC and approval by the Deputy Secretary of the Division of Community Development.
