Summary:
Summary
The subject property is a platted lot of record and 0.44-acre in size located on the north side of Robin Avenue, approximately 164 feet east of US Alternate 19 in Palm Harbor. The property is currently vacant. It is designated Residential Low (RL) on the Future Land Use Map (FLUM) and is zoned C-2, General Commercial & Services. The applicant intends to develop the property with a single-family home, which is not permitted under the current C-2 zoning designation. A zoning change to R-2, Single Family Residential is being requested to facilitate the proposed use. The R-2 zoning district is consistent with the RL FLUM designation, which allows residential at up to 5.0 units per acre.
The subject property is adjacent to residential single-family homes on three sides (north, east, and south) that are zoned R-2, which is the same zoning district as requested by the applicant. There are single-family residences further east on both sides of Robin Avenue as well. To the west are office uses that have frontage and access off US Alternate 19, a state arterial road. The requested zoning designation of R-2 is compatible with the area and consistent with the surrounding development pattern.
The subject property is not within the Coastal Storm Area and has a low flood risk.
Staff are of the opinion that the proposed Zoning Atlas amendment is appropriate for the subject property and is compatible with the surrounding development pattern. Additional impacts to infrastructure are not anticipated. Staff also find the amendment consistent with the existing RL FLUM designation and the Pinellas County Comprehensive Plan.
