Recommended Action

Approval by the County Administrator of the emergency pump rental with QRC Inc. for Hurricane Milton - for continuation of Pump Rental for Walsingham Park.

•                     This request is for a temporary replacement pump system for the Walsingham Park Pump House, which supplies raw water to Walsingham Park, Botanical Gardens, and Seminole Jr. Warhawks ball fields for Fire hydrants and irrigation.

•                     This secondary system is keeping the fire protection system and irrigation running for all four parks while the main pump house is being repaired due to storm damage.

•                     The immediate fix to have the system operable was to bring in a temporary pump to bypass the damaged pumphouse equipment and activate the existing non-potable water piping used for fire suppression and irrigation. This was accomplished through a rental contract with QRC, already under a services contract with the Utilities Department, at a cost of $21,000.00 per month, billed quarterly at $63,000.00.

•                     On December 30, 2024, the County Administrator approved the emergency contract no. 25-0249-E in the amount of $164,378.00 for the rental pump. July 7, 2025, the Purchasing Director approved $150,000.00 for a total revised contract amount of $314,378.00 for services through April 17, 2026. An increase is needed to cover the remainder of FY26 invoices and rental through FY27 for an additional amount of $417,000.00.  Total revised expenditure from December 18, 2024, through FY27 is $731,378.00 over 33 months for an average annual expenditure of $265,955.64.

•                     Authority for the County Administrator to approve this emergency purchase is granted under Code Section 2-181.

•                     Funding for this contract is available in the Emergency Event project account for Hurricane Milton in the FY26 Adopted Budget and FY27 Adopted Budget, appropriated in General Government within the General Fund. Though not guaranteed, a portion of the costs incurred may be reimbursed with emergency grant assistance from the Federal Emergency Management Agency and the State of Florida.,Body
