Summary:
Summary
PCU requires a firm to supply magnesium hydroxide as an anti-oxidation formula and odor control mechanism along with all ancillary equipment necessary for injection. While other vendors do sell magnesium hydroxide, Martin Marietta is the only vendor that provides Thioguard®, a proprietary magnesium hydroxide blend, with all necessary equipment, maintenance, and support included. Purchasing the equipment separately would be costly both from an acquisition and maintenance perspective. Contract pricing remains unchanged for this one (1) year term.
Body
Background Information:
PCU has utilized Martin Marietta’s Thioguard® bulk magnesium hydroxide for corrosion and odor control throughout the County’s wastewater system since 2004. To identify potential cost savings, PCU initiated a pilot test of alternative vendors and products to determine whether a new competitive solicitation was warranted.
Unforeseen complications extended the study beyond the original deadline preventing PCU from completing its’ evaluation and preparing a new solicitation. Continuation of this contract allows PCU to complete their pilot study as Martin Marietta and Thioguard® may ultimately remain the most financially viable option. Additionally, Martin Marietta supplies, maintains, and supports all chemical injection equipment at no separate equipment cost to the County.
Maintaining an uninterrupted Thioguard® supply is necessary to control odors and corrosion and avoid increased community complaints, accelerated pipe degradation, and potential force main failures while PCU finalizes their pilot study.
Fiscal Impact:
Contract expenditure not to exceed: $1,715,800.00
This request is budgeted for in the FY27 Budget of PCU in the Sewer Revenue and Operating Fund. In the event that future fiscal year funding is not available for this agreement, the County maintains the authority to terminate this agreement.
