Summary:
Approval authorizes the Public Works Director to submit a grant application to fund $200,100.00 for services to remove derelict vessels. Funding is anticipated to provide for removal of approximately thirteen (13) derelict vessels at $15,000.00 per vessel, from County waters. However, every removal costs differ based on circumstance.
The goal of the Derelict Vessel Program is to promptly remove each derelict vessel reported and authorized by law enforcement partners, thereby maximizing navigational safety, improving boating access and minimizing resource degradation. Upon receipt of award, the project will consist of removing all derelict vessels that the County receives a Removal Authorization Letter from law enforcement during the grant period.
Background/Explanation:
The FWC is providing block grants to local governments for costs associated with removing from state waters, storing, destroying and disposing derelict and at-risk vessels that have become a public nuisance. Local governments may apply by reviewing the guidelines and completing the application (selecting the Block Grant option).
Successful block grant applicants will be reimbursed for eligible derelict vessel removal costs. The block grant allows the approved and awarded entity to remove derelict vessels within their jurisdiction without the need to pre-apply for removals. Only those vessels meeting the requirements outlined in the guidelines are eligible for reimbursement. Awarded entities will have a specific amount of funding available.
Fiscal Impact:
Grant application will provide $200,100.00 for the removal of identified derelict vessels. Grant funding is included in the FY 2027 Proposed Annual Budget. No County match is required. Funds will be derived from the General Fund, Public Works Contracts Services Other: Derelict Removal Program.
Delegated Authority:
Authority for the Public Works Department Director to approve and execute this agreement is granted under Code Section 2-62(a)(4) and Memorandum of Delegated Grant Authority dated March 28, 2016.
