Recommended Action
Approval and execution by the County Administrator of the Interlocal Agreement with Belleair Bluffs to utilize On-Call Professional Services for Post Storm Recovery Services. This requested approval adds to the prior municipalities that already have executed Interlocal Agreements.
• Belleair Bluffs would enter into its own agreement with awarded contractors and be responsible for all costs and management of their contract.
• The intent of this interlocal agreement is to have technical resources available to all participating communities county-wide.
• The interlocal agreement will foster greater efficiency and ensure coordinated disaster recovery operations in the County.
• This has no fiscal impact on Pinellas County. Belleair Bluffs will enter into its own agreement for On-Call Professional Services and be responsible for all costs and management of the contract.

lSummary:
Under this interlocal agreement, Belleair Bluffs would enter into their own agreement with one (1) or more of the seven (7) awarded contractors utilizing the County’s On-Call Storm Recovery Professional Services contract. The duration of the County’s On-Call agreement is for five (5) years with up to two 12-month extensions.
Background/Explanation:
Many communities across Pinellas County did not have the qualified technical resources available to respond effectively, efficiently and compliant with the administration of the Florida Building Code and their respective floodplain management ordinances following Hurricane Helene and Hurricane Milton. The intent of this interlocal agreement is to have technical resources available to all participating communities county-wide.
Interlocal Agreements with other municipalities were previously signed under item 25-1133D and 26-0300D.
Fiscal Impact:
No fiscal impact on Pinellas County. Each municipality will enter into its own agreement for On-Call Professional Services and be responsible for all costs and management of the contract.
Delegated Authority:
Authority for the County Administrator to sign this interlocal agreement is granted under Code Section 2-62 (a)(1).
