Summary:

The First Amendment is for the Agreement related to a grant award through the Tampa Bay Environmental Restoration Fund (TBERF). The Agreement provides funding to install living shoreline elements to enhance the seawall at Philippe Park.  Furthermore, it provides $94,500.00 in grant funding over Fiscal Year (FY) 2023 through FY 2027. The County provides cash ($82,000.00) and in-kind ($18,000.00) match in amount of $100,000.00.  The Amendment extends the expiration date from March 31, 2027, to December 31, 2027, and includes an amended Exhibit A - Scope of Work. The Scope of Work is amended to reflect adjustments in the work schedule in Phases 2 - 4.

Background/Explanation:

The Philippe Park Seawall Habitat Enhancement Project is a collaboration between County Parks and Conservation Recreation (PCR), Public Works Division of Environmental Management (DEM), and the TBEP. The proposed project enhances approximately 1,370 linear feet of the Philippe Park seawall in Old Tampa Bay to create wildlife habitat, extend the lifespan of the seawall, and improve water quality. The project will encompass four (4) phases, including final design and permitting, installation in two phases, and monitoring and educational signage.

Fiscal Impact:

Amendment 1 replaces the original Exhibit A - Scope of Work with changes to the grant project phases, budgets, deliverables, and completion dates.

•                     Phase 1 is identified as complete

•                     The majority of the remaining TBERF funding for Phase 3 and Phase 4 is reallocated to Phase 2 for construction of approximately 1,270 linear feet of oyster habitat across Segments 3N, 3S, and 4. Total TBERF funding for Phase 2 is now $92,500

•                     Phase 3 now provides $1,000 for completion of approximately 600 linear feet of marsh grass plantings

•                     Phase 4 now provides $1,000 for monitoring, educational signage, and as-built/final reporting

•                     The amendment extends the agreement expiration date from March 31, 2027, to December 31, 2027

•                     Total TBERF funding of $94,500 and required County match of $100,000 remain unchanged.

Funding for this agreement is available under Philippe Park Seawall Replacement project, 004178A, included in the FY26-FY31 Capital Improvement Plan, funded by Local Infrastructure Sales Surtax (Penny) and TBEP funding in the Capital Fund.
