Approval and execution by the County Administrator of the agreement with Gulfcoast Transfer Services Inc. DBA Prime-Scape Services for Tree Maintenance and Removal Services.
• This contract provides enterprise-wide services managed by Construction and Property Management (CPM) for tree trimming, pruning and removal to promote the natural shape and mature size of tree species.
• Seven responses were received with Gulfcoast Transfer Services Inc. d/b/a Prime-Scape Services recommended for award with the lowest responsive and responsible bid in the amount of $660,825.00 for the initial 36-month term, not to exceed $250,000.00 in a fiscal/calendar year.
• This contract includes the option for two (2) additional twelve (12) month terms as agreed to by the Parties.
• Funding for the agreement is included in the Fiscal Year (FY) 2027 Operating Budget for Construction and Property Management (CPM) within the General Fund. As of August 2026, a total of $78,000.00 was confirmed by the Office of Management and Budget (OMB) in the FY27 Proposed Budget specifically for tree maintenance services. Additional funding of $247,290.00 is budgeted for landscaping and irrigation services in CPM but not specifically earmarked for Prime-Scape in FY27.
• Funding for future years is dependent on the adoption of the annual County Operating Budget.

Summary:
This contract provides tree maintenance services, trimming and pruning. The CPM department manages countywide requirements for tree trimming and pruning services promoting the natural shape and mature size of tree species.
Background/Explanation:
On May 12, 2026 the Purchasing Division, on behalf of the Construction and Property Management Department, released an invitation to bid to establish a contract for tree maintenance services. Seven responsive vendor submittals were received in response to this invitation to bid. Gulfcoast Transfer Services Inc. dba Prime-Scape Services is recommended for award as the lowest responsive and responsible bidder. One statement of no bid was received.

Contract expenditure not-to-exceed: $660,825.00.

Authority for the County Administrator to sign this agreement is granted under Code Section 2-188(b).
