Approval and execution by the County Administrator of a Contract for Sale and Purchase with PV-Tampa Forest, LLC for the County’s purchase of a 475 square foot portion of the seller’s property at 3711 Tampa Road, Oldsmar.
• Seller owns Property Appraiser parcel no. 14-28-16-00000-330-0320.
• In support of Public Works’ Capital Improvement Program (CIP), Forest Lakes Boulevard Phase III Road Widening project (PID 003914A), Public Works desires to purchase the subject property to construct a new traffic signal foundation structure.
• The negotiated purchase price for the property is $40,000.
• Funding for the acquisition is included in the FY26-FY31 CIP, funded by the Florida Department of Transportation, County Incentive Grant Program (CIGP).
• Authorization is requested for the County’s Real Property Division to execute customary closing documents and handle other closing matters.
• Funding for this project is budgeted under the Forest Lakes Blvd Phase III - From Tampa Rd. to SR 580 Project 003914A, included in the Capital Improvement Plan, funded by the Penny for Pinellas, Multimodal Impact Fees, and a Florida Department of Transportation (FDOT) grant.

Summary:
The County’s approval and execution of the Contract for Sale and Purchase will enable the County to acquire property that is needed for the County’s Forest Lakes Boulevard Phase III Road Widening project.
Background/Explanation:
As part of this project, Public Works is acquiring various property interests from multiple property owners along the east and west sides of Forest Lakes Boulevard, from State Road 580 to State Road 584 (Tampa Road). The subject property will be used to construct a new traffic signal foundation structure. It is anticipated that the County will eventually dedicate the property as public right-of-way.
Fiscal Impact:
The purchase price for the Property is $40,000.
Funding for this project is budgeted under the Forest Lakes Blvd Phase III - From Tampa Rd. to SR 580 Project 003914A, included in the Capital Improvement Plan, funded by the Penny for Pinellas, Multimodal Impact Fees, and a Florida Department of Transportation (FDOT) grant.
Total available funding is the amount of the project allocation as represented in the FY26-FY31 Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs.

Authority for the County Administrator to sign the Contract for Sale and Purchase is granted under Pinellas Code Section 2-62 (a)(1).
