Smart Service Delivery

4.2 Achieve and Maintain a High Level of Customer Satisfaction.

4.4 Pursue Continuous Improvement.

Summary:

Human Services will partner with Operation PAR and the Florida Department of Health in Pinellas County to expand medication assisted treatment (MAT) services and connections to treatment through mobile and on-site methods. The Health Care for the Homeless program’s CARE vehicle will be utilized to provide mobile behavioral health services in the community by meeting clients where they are at. The program team will provide assessments, MOUD, case management, and counseling services in the community, as well as infectious disease prevention, screening, testing, and treatment associated with substance use disorder.

In 2025, the Health Care for the Homeless program provided substance use disorder (SUD) services to 193 unduplicated patients. The number of patients receiving SUD services has steadily increased since 2022 (123 reported), supporting the continued need for services for this underserved population.

Background/Explanation:

The purpose of the MAT-PDOA program is to expand access to MOUD, increasing availability of treatment and recovery for individuals with OUD, and to reduce illicit opioid use and prescription opioid misuse and overdose. Program objectives include delivering MOUD alongside psychosocial services such as counseling, behavioral therapies, recovery support services, and other clinically appropriate interventions tailored to individual needs through shared decision-making. The program is designed to increase treatment availability for individuals with OUD while simultaneously reducing both illicit opioid use and prescription opioid misuse and overdose across communities.

Fiscal Impact:

If awarded, the FY26 MAT-PDOA program will provide federal funding of up to $750,000 per year, for 5 years, from September 30, 2026, through September 29, 2031. There are no match or cost-sharing requirements.

Funding for this grant is not included in the FY27 proposed budget in the General Fund and a budget amendment will be necessary upon approval of this grant if awarded.
