Recommended Action:

Recommended Action

Approval and execution by the County Administrator of a one (1) year renewal and allocated funding increase to the piggyback contract with W.W. Grainger, Inc. for MRO Supplies.

•                     The First Amendment to Contract No. 25-0212-PB extends the duration of the contract for a period of one (1) year beginning September 1, 2026 and ending August 31, 2027 in order to align with the next year of the recently extended State of Florida Contract No. 31160000-25-NASPO-ACS.

•                     This contract also allows for the use of PCards to purchase items which creates further efficiencies and expedited addressing of departmental needs.

•                     The First Amendment increases the allocated budgeted funding by $4,000,000.00 for a revised not-to-exceed amount of $6,400,000.00 for the one-year extension period.

•                     The current not to exceed amount of $2,400,000,000 did not reflect approximately $1,500,000.00 in PCard spend over 20-months. The first amendment increase accounts for the additional PCard spend and appropriately reflects a revised estimated annual expenditure of approximately $2,500,000.00.

•                     Per County Code 2-164(b)(1), the County Administrator may approve contracts in any amount from State of Florida approved contracts that are awarded for local agencies to use, such as this contract.

•                     Contract No. 25-0212-PB provides for a wide array of maintenance, repair and operating supplies which include but are not limited to: cleaning, electrical, fleet, hand and power tools, hardware, HVAC, lab, lighting, office, outdoor, paint, plumbing, and safety supplies.

•                     Contract No. 25-0212-PB also includes the Grainger vending machine program, which has been in place since 2012, providing a secure and efficient method to provide MRO supplies to large departments such as Parks and Conservation Resources (PCR), Public Works, Construction and Property Management (CPM), and Utilities.

•                     This contract is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year. Obligation occurs in each case upon issuance of work order assignments (purchase orders). Funding is determined by the individual work order assignment sourced to the agreement. Funding for future years is dependent on approval in the annual County Operating Budget.

Body

Strategic Priorities:

Smart Service Delivery
4.2 Achieve and maintain a high level of customer satisfaction.

Summary:

This purchase authorization enables County departments to continue purchasing supplies in a cost-effective manner. Grainger provides competitive pricing on commonly utilized items including, but not limited to fluorescent lamps, hand tools, paper products, hand soap, chemicals, safety supplies, latex work gloves, insect repellant, and trash bags. Public Works, PCR, CPM, and Utilities departments are the primary users of products contained under this contract.

Background/Explanation:

Pricing is per State of Florida Contract No. 31160000-25-NASPO-ACS for Maintenance, Repair, and Operating (MRO) supplies with a County contract for terms and conditions in addition to the state master contract.

Fiscal Impact:

Current Contract amount:          $2,400,000.00

First Amendment increase:        $4,000,000.00

Revised Contract amount:         $6,400,000.00

Funding for this agreement is included in the FY26 Budget for departments such as Construction and Property Management (CPM), PCR, and Utilities. A total of $858,400 was confirmed by the Office of Management and Budget (OMB) in the FY26 Budget specifically for Grainger. As this is a countywide contract, it can be utilized by other departments requiring operating supplies. Appropriations for subsequent years will be contingent on future budgets.

Delegated Authority:

Authority for the County Administrator to sign this First Amendment is granted under Code Section 2-164(b)(1).
