• This contract provides Building & Development Review Services (BDRS) with Construction Cost Estimating and Consulting Services to support the County's substantial damage determination process associated with residential structures impacted by the 2025 storm events and subsequent recovery efforts.
• Not to exceed amount of $225,000.00 for a duration of twelve months with provision for one twelve-month extension.
• Funding for this contract amount is included in the Building Fund in Fiscal Year (FY) 2026 (and in the FY27 budget request) to cover substantial damage expenses.

Summary:

Background/Explanation:
The primary objective of this engagement is to perform detailed construction cost analyses and prepare repair cost estimates for storm-damaged residential structures.
The County previously utilized these services during the initial storm recovery phase under Contract No. 25-0724-N following the 2025 hurricane events. The Contractor history with County systems, procedures, and substantial damage workflows ensure consistency, efficiency, and continuity throughout the enforcement and reassessment phases of the recovery process.
Fiscal Impact:
Funding for this contract amount is included in the Building Fund 1030 FY26 and FY27 budget to cover substantial damage expenses.
Total estimated expenditure not-to-exceed amount of $225,000.00
