Recommended Action

Approval and execution by the County Administrator of the extension of the Florida Department of Transportation’s (FDOT) Public Transportation Grant Agreement (PTGA) for three years. The PTGA was issued to assist the St. Pete-Clearwater International Airport (PIE) with the construction of Taxiway K adjacent to the Airco property.

•                     FDOT issued PTGA #440565-1 Contract Number G1T83 in March 2021 in the amount of $200,000.00 to assist PIE with the construction of the Airco Taxiway K project #000034A.  The expiration of the PTGA was June 30, 2025.

•                     In March 2022, FDOT issued the first amendment to Contract Number G1T83 in the amount of $2,000,000.00 to continue funding the project.  The expiration of the PTGA remained June 30, 2025.

•                     In March 2025, PIE requested an additional one year to spend the remaining funds on construction costs.  FDOT approved the new expiration date of June 25, 2026.

•                     Construction on the Taxiway has begun and we expect to have the project substantially completed by June 2027.

•                     As of the date of this memorandum, PIE has used $238,753.93 in design and construction fees and still has $1,961,246.07 left to spend.

•                     PIE requested a one-year extension to allow the Airport to complete construction.

•                     FDOT granted the one-year extension to June 30, 2027.

•                     This request has no fiscal impact and only extends the expiration date by one year.

Body

Strategic Priorities:

Resilient Infrastructure and Environment
1.2 Maintain and enhance County Infrastructure.

Summary:

The Airco Taxiways project (PID #000034A) consists of the construction of the new Taxiway “K” and adjoining Taxiway “G3”.  These two taxiways have access to both runways and will give direct access from PIE’s airfield to the Airco property for its future aeronautical tenants.

In order to expend the PTGA, PIE needs another year of construction costs to be billed, thus we formally requested a time-only extension from FDOT.

Background/Explanation:

PIE had to re-design certain items and update the existing Roosevelt Creek Watershed Model from 2007 to account for any new development on the Airport since that date.  Our engineering consultant had to compare the updated watershed model to the proposed model for the taxiway project to account for any off-site water surface rise in the 100-year storm event.  These activities took 17 months to complete.

Fiscal Impact:

This request has no fiscal impact and extends the expiration date by one year.

Delegated Authority:

Authority for the County Administrator to sign this Public Transportation Grant Agreement is granted under Code Section 2-62 (a)(2).
