Strategic Priorities:
Resilient Infrastructure and Environment
1.4 Improve environmental quality.
1.6 Ensure sustainable water management.
Summary:
The Interlocal Agreement reimburses the County for studies and activities associated with TMDL implementation and for the purpose of reducing nutrients in TMDL watersheds. The Agreement continues the partnership to address impaired waters, and report pollutant loads accurately. FDOT will provide the County with a maximum of $50,000.00 over the five-year period ending June 30, 2031.
Background/Explanation:
FDOT is a co-permittee with the County on the Florida Department of Environmental Protection (FDEP) NPDES MS4 Permit. The Permit requires that permittees identify sources of pollution to surface waters and work to reduce discharges as indicated in TMDLs. The County and FDOT have historically coordinated the requirements of the MS4 Permit, with the FDOT reimbursing the County for services associated with TMDL implementation.
Fiscal Impact:
FDOT has agreed to provide up to $50,000.00 over the life of the Agreement in reimbursement for activities occurring in Fiscal Year (FY) 2026 -2031. Revenue funding is not included in the current year’s Budget. A Budget amendment may be necessary. Funding for future years is dependent on approval of the annual County Operating Budget.
