Approval and execution by the County Administrator of the “Certified Statement for the Use of Certified Public Funds” by the County Administrator as required to receive up to $853,804.99 from the Medicaid CPE PEMT program.
• Pinellas County Emergency Medical Services (EMS), d/b/a Sunstar provides ambulance transportation to Medicaid recipients. The cost of providing these services exceeds the Medicaid reimbursement.

• Eligible costs to provide these services after Medicaid reimbursements were $1,492,144.34. Of that amount, $638,339.35 must be certified as a public expenditure to receive funds for the remaining uncompensated amount of up to $853,804.99.
o The $853,804.99 in revenue is offset by the associated expenditure of $25,614.15 for consulting services (3% fee), representing net revenue of $828,190.84.
These revenues and associated expenditures are included in the EMS Fund’s Fiscal Year (FY) 2026 Adopted budget. Funding for future years is dependent on approval in the annual County Operating Budget.
