Recommended Action

Approval and execution by the County Administrator of the extension of the Florida Department of Transportation’s (FDOT) Public Transportation Grant Agreement (PTGA) for three years. The PTGA was issued to assist the St. Pete-Clearwater International Airport (PIE) with the passenger terminal improvements project.

•                     FDOT issued PTGA #444471-1 Contract Number G2712 in May 2022 in the amount of $1,922,051.00 to assist PIE with the passenger terminal improvements project #003343A.  The expiration of the PTGA was June 30, 2026.

•                     In August 2022, FDOT issued the first amendment to Contract Number G2712 in the amount of $53,989.00 to continue funding the project.

•                     In April 2025, FDOT issued the second amendment to Contract Number G2712 in the amount of $6,000,000 to continue the project’s funding.

•                     In March 2026, FDOT issued the third amendment to Contract Number G2712 in the amount of $6,000,000 to continue to the project’s funding.

•                     As of the date of this memorandum, PIE has used $1,992,702.49 in pre-construction fees and still has $11,983,337.00 left to spend.

•                     Since we have more than $11,983,337.00 left to spend, PIE has requested an additional three years to spend the remaining funds on left-over design activities and construction costs.  The new expiration date will be June 30, 2029.

•                     FDOT granted the three-year extension and has requested that the County sign the extension.

•                     This request has no fiscal impact and only extends the expiration date by three years.

Body

Strategic Priorities:

Resilient Infrastructure and Environment
1.2 Maintain and enhance County Infrastructure.

Summary:

FDOT has committed more than $60,000,000 from Fiscal Year 2022 (FY22) until FY29 to make improvements to the passenger terminal, which was dedicated in 1957.   Various building expansions and renovations have been made to the facility.  With double-digit growth occurring since 2013, we have mechanical, electrical, and plumbing (MEP) systems that need to be renovated past their useful lives.

In order to expend the PTGA, we need another three years of design and construction costs to be billed, thus PIE formally requested a time-only extension from FDOT.

Background/Explanation:

While PIE and its architectural/engineering staff work on re-scoping the project to renovate certain MEP systems and including customer-facing improvements, we have had to slow down our spending while the engineers finish their pre-construction work.  After this work is complete, we will be spending funds faster through the rest of design.

Fiscal Impact:

This request has no fiscal impact and only extends the expiration date by three years.

Delegated Authority:

Authority for the County Administrator to sign this Public Transportation Grant Agreement is granted under Code Section 2-62 (a)(2).
