Approval and execution by the County Administrator of Second Amendment with DLT Solutions LLC for Amazon Web Services (AWS) Cloud Solution services, as requested by the Business Technology Services Department (BTS).
• This purchase authorization is in alignment with the BTS “cloud first” strategy and provides an on-demand cloud computing platform in support of BTS and customer funded initiatives. It also provides a mechanism for BTS to provide a disaster recovery environment in the AWS cloud and utilize AWS backup tools and services.
• Pricing and scope of services are per State of Florida Contract No. 43230000-NASPO-16-ACS; per Code Section 2-164(b)(1), the County Administrator has authority to approve contracts in any amount that piggyback state bid or negotiated contracts.
• The amended increase of $120,000.00 will ensure monthly expenditure is covered throughout the contract term; monthly expenditures are averaging approximately $53,000.
• Funding for $120,000 is included in the FY26 Adopted Budget within the BTS Infrastructure operating budget. Funding for future years is dependent on approval in the annual County Operating Budget.
Contract No. 21-0154-S increase in the amount of $120,000.00, for a revised total not to exceed amount of $2,670,000.00, through September 30, 2026.

Summary:
This purchase authorization provides BTS a mechanism to continue to build and support a disaster recovery environment in the AWS cloud and utilize AWS backup tools and services for business continuity. The increase will allow services to continue through end of contract.
Background/Explanation:
The initial purchase authorization was approved by the County Administrator on June 22, 2021, and utilizes State of Florida Contract No. 43230000-NASPO-16-ACS for pricing and scope of services. The First Amendment for an increase was approved by the County Administrator on January 10, 2025.
Fiscal Impact:
Current approval amount: $2,550,000.00
Second Amendment: $ 120,000.00
Revised not to exceed total: $2,670,000.00
Funding is derived from existing BTS operating budget appropriations within Cost Center 641116 - Infrastructure, supporting the Amazon Web Services (DLT Solutions LLC, Contract 21‑0154‑S) line item. This agreement is fully aligned with the FY26 adopted budget and the FY27 budget request.
Delegated Authority:
Authority for the County Administrator to execute this Second Amendment is granted under Code Section 2-164(b)(1).
