Approval and execution by the County Administrator of the Fiscal Year (FY) 2026 Administrative Budget Amendment No. 3 (Amendment) pursuant to Florida Statute Section 129.06(2)(b) and Pinellas County Resolution No. 19-40.
• Realign $300,000.00 within the FY26 Adopted Budget in the American Rescue Plan Act (ARPA) Fund.
• This realignment between transportation centers and programs is requested to align funding with current project needs.
• This amendment does not change the total appropriations for the American Rescue Plan Act (ARPA) Fund; it only reallocates existing funding. As such, it has a neutral fiscal impact.

Summary:
The Whitney Road and Wolford Road intersection and Roadway Improvements project 002109A has a forthcoming change order to the original construction agreement with Kamminga & Roodvoets. This change order will be brought before the Board of County Commissioners on March 24, 2026. This administrative amendment provides sufficient funding for the change order. The change order comes as a result of the geotechnical investigation not accurately identifying the limits and scope of unsuitable material to support the proposed box culvert and a quantity overrun for Class IV concrete for culverts.
Funds are available for reappropriation from the Old Coachman Road over Alligator Creek Bridge Replacement project 001034A. This project will not expend the project's full FY26 ARPA allocation. The project reached substantial completion on November 3, 2025. Final quantities have been tabulated and will result in a decrease to the agreement. This decrease comes as a result of the difference between estimated and final quantities and also balance of unspecified work not used.
Background/Explanation:
The Amendment realigns $300,000.00 to the Whitney Road and Wolford Road intersection and Roadway Improvements project 002109. Funding is available from the Old Coachman Road over Alligator Creek Bridge Replacement project 001034A. This project reached final completion on November 3, 2025, and will not expend the remainder of its FY26 ARPA allocation.

Delegated Authority:
Authority for the County Administrator to sign this Administrative Amendment is granted under Florida Statues. In accordance with Section 129.06, F.S., the Board of County Commissioners (Board) may establish procedures by which the designated Budget Officer may authorize certain budget amendments. The Board approved delegation of this authority to the County Administrator with Resolution No. 04-62 on April 13, 2004.
