Body
Strategic Priorities:
Prosperity and Opportunity
3.1 Increase the availability of attainable housing
Summary:
In 2025, the U.S. Department of Housing and Urban Development released new guidance which significantly limits funding for PSH programs. The new guidance creates an annual shortfall of over $2,000,000.00 for current Permanent Supportive Housing programming in Pinellas County.
This amendment provides non-recurring supplemental funding to maintain Permanent Supportive Housing operations and housing stability for up to 361 highly vulnerable residents. Funding made available through this amendment aids in maintaining Permanent Supportive Housing services in Pinellas and avoids the costs and impacts on other systems of care if residents were evicted due to program funding lapse.
The $735,310 from project 004318A, Cooperative Agreement to Benefit Homeless Individuals, is available as that program had been preparing to go out for bid but with this need for PSH funding, it was put on hold until FY27. The $172,200 is available as part of the funding for Pinellas Community Empowerment Team. The Pinellas Community Empowerment Team was being re-evaluated with the new Anti Camping Law. No decisions had been made so the funding was available.
Background/Explanation:
The Amendment realigns $907,510 to Permanent Supportive Housing due to new released guidelines which are causing a $2,000,000.00 shortfall to the program. Funding is available from the Pinellas Community Empowerment Team which was re-evaluated due to the new Anti-Camping Law in the amount of $172,200.00 and $735,310 from the Cooperative Agreement to Benefit Homeless Individuals which has been put on hold due to the need for Permanent Supportive Housing.
Fiscal Impact:
This amendment does not change the total appropriations for the Human Services General Fund; it only reallocates existing funding. As such, it has a neutral fiscal impact.
Delegated Authority:
Authority for the County Administrator to sign this Administrative Amendment is granted under Florida Statues.
