Recommended Action

Approval and execution by the County Administrator of the Agreement for the Waste to Energy Steam Turbine No. 1 - Root Cause Analysis (RCA) with Hyperion Systems Engineering LLC.

•                     This agreement is to conduct an RCA on Steam Turbine No. 1 blade failure and to offer solutions regarding what happened and what would prevent such failures from happening again.

•                     Failure and loss of revenue have been reported to the facility insurer (FM Global).  They have consented to the claim but require a root cause analysis to be completed ASAP, preferably before service restoration.

•                     Total estimated expenditure for this project is $247,034.00 with an anticipated duration to be less than six (6) months.

•                     The Non-Competitive Oversight Committee evaluated and approved the request for this RCA on February 17, 2026.

•                     Funding for this action is not included in the current-year budget; however, the Solid Waste Department is able to absorb the costs in the Solid Waste Revenue and Operating Fund by deferring other consultant-led projects to FY27.

Summary:

This agreement is to conduct an RCA on Steam Turbine No. 1 blade failure and to offer solutions regarding what happened and what would prevent such failures from happening again. Total estimated expenditure for this project is $247,034.00 with an anticipated duration to be less than six (6) months.

Background/Explanation:

Failure and loss of revenue have been reported to the facility insurer (FM Global).  They have consented to the claim but require a root cause analysis to be completed ASAP, preferably before service restoration.

Discussions with FM Global and Solid Waste engineering consultants resulted in the identification of two (2) Root Cause Analysis Firms; Hyperion Systems Engineering (HES), and TG Power Advisors.  Due diligence found TG Power Advisors has worked with and/or continues to work with Reworld, the Facility’s operator in charge of the project. Solid Waste confirmed HES has never worked with Reworld, and recommends moving forward with HES to maintain objectivity, as results may support some form of legal action against Reworld, if operator negligence is found.

Fiscal Impact:

Total contract expenditure not-to-exceed: $247,034.00.

Funding for this action is not included in the current-year budget; however, the Solid Waste Department is able to absorb the costs in the Solid Waste Revenue and Operating Fund by deferring other consultant-led projects to FY27.

Authority for the County Administrator to approve this agreement is granted under Code Section 2-188(b).
