Recommended Action

Approval of the second amendment with Temple, Inc., for the purchase of traffic signal preemption products - Phase 2.

•                     This amendment provides an increase for Phase 2 traffic signal preemption devices for emergency vehicle response; it is a system that overrides the operation of traffic lights for the safe passage of emergency vehicles.

•                     Increased amount is $1,429,764.00 for a new total not to exceed amount of $4,554,964.00; per County Code 2-164(b)(1), the County Administrator is authorized to approve piggyback contracts in any amount from competitively solicited and awarded State of Florida contracts.

•                     This contract utilizes pricing and scope of work based on the State of Florida Department of Transportation (FDOT) Term Contract No. DOT-ITB-24-9098-SJ but utilizes a county contract for legal provisions.

•                     Funding is included in the Fiscal Year (FY) 2026 Adopted budget and is split funded between the First Responder and Ambulance programs at $750,000.00 each within the EMS fund. Funding for future years is dependent on approval in the annual County Operating Budget.

Contract No. 24-0714-S increase of $1,429,764.00 for a revised total not to exceed amount of $4,554,964.00.

Body

Strategic Priorities:

Healthy and Safe Communities
2.2 Enhance Community safety.

Smart Service Delivery
4.2 Achieve and maintain a high level of customer satisfaction.

Summary:

Traffic signal preemption is used for emergency vehicle response, ensuring preparedness at intersections for safe passage. Because traffic signal preemption allows for halting conflicting traffic and allowing the emergency vehicle right of way, response times will be reduced, and traffic safety enhanced.

Phase 1 - Traffic signal preemption was complete in FY25, which included 212 vehicles (Fire/Rescue units, Ambulances, and Sunstar) and 272 intersections throughout the county.

Phase 2 - Expands preemption coverage by adding 214 additional traffic signals and incorporating an additional 64 vehicles including the following types of vehicles: Technical Rescue, Hazmat, and Reserve ALS Units.

Background/Explanation:

This FDOT contract has been in existence since the early 1970’s to provide Approved Products List (APL) for Traffic Equipment, which has been continuously refined through the years. The APL was initially created to consolidate all products under the FDOT certification requirement into one approved list and consolidate all initial product testing to one statewide test facility. Currently, the APL contains approximately 1200 traffic control signals and devices from approximately 32 vendors.

Fiscal Impact:

Current contract amount:                                          $3,125,200.00

Second Amendment increase:                     $1,429,764.00

Revised contract amount:                                          $4,554,964.00

Funding for this project is included in the EMS Fund FY26 adopted budget.

Delegated Authority:

Authority for the County Administrator to sign this amendment is granted under Code Section 2-164(b)(1).
