Recommended Action:

Recommended Action

Approval and execution by the County Administrator of the first amendment (extension) to the Agreement of the Pinellas County Floodplain Management Program Appeals process by the Clerk of the Circuit Court and Comptroller.

•                     The extension will provide additional time for homeowners still in the reassessment process to pursue the appeal process, if needed

•                     Extending the current agreement negates the requirement of setting up a new process with the Clerk of the Circuit Court and Comptroller

•                     There is no fiscal impact associated with the extension through September 30, 2026

Summary:

The extension of this agreement through September 30, 2026 will allow more citizens to appeal determinations of the Floodplain Management Program and ultimately increase the County’s compliance rate with Nation Flood Insurance Program (NFIP) requirements.

Background/Explanation:

This agreement was entered into on February 2, 2025, as a partnership between the Clerk of the Circuit Court and Comptroller and County Administration through which the Clerk administers all citizens’ appeals of determinations of the Floodplain Management Program.

Fiscal Impact:

There is no fiscal impact associated with the extension.  The original agreement not-to-exceed funding amount is $1,140,500. As of the end of October 2025, less than $100,000 in total expenditures has been incurred.  No additional funding is projected.
