Background/Explanation:

For over 60 years, Florida’s community health centers (CHCs) have played an increasingly important role in providing primary care to Florida’s most vulnerable populations. Known as the Primary Care Safety Net, CHCs have expanded coverage across the State to where they now have a presence in every one of Florida’s 67 counties. With over 750 service locations, serving more than 1.8M people, CHCs have developed an unprecedented network of care for the State’s underserved.

In 2018, FACHC established the Community Health Center (CHC) Primary Care Fund.
The principal purpose of this Fund is to strengthen the Primary Care FQHC Safety Net in Florida. This Fund was established as a mechanism to provide the opportunity to mitigate the impact of uncompensated care in various areas across the state. This Fund encourages local contributions for local providers.

At the direction of the Board of the Florida Association of Community Health Centers, Inc. (FACHC), the desire to establish this Fund within the corporation for the open-ended collection and disbursement of funds amongst Community Health Centers was aimed at providing resources to areas in need without excess factors beyond those in place by those involved.

In establishing this Fund, FACHC designed a mechanism for additional collaboration between providers within the FQHC Safety Net in Florida, thereby furthering the mission of both the Association and the Community Health Centers whom it serves.

Fiscal Impact:

The FACHC awarded Pinellas County $43,512.00 in one-time funding for the period of April 1, 2025 through March 31, 2026. There are no match or cost-sharing requirements. The grant award was not anticipated in the FY26 adopted budget.

Funding in an amount not to exceed $43,512.00 for Fiscal Year 2026 (FY26) was not identified in the Human Services’ Adopted FY26 General Fund appropriation.  A Budget Amendment request has been submitted by Human Services to recognize the revenue and expenditures in FY26.
