Recommended Action
Approval and execution by the County Administrator of the subject Administrative Amendment.
• The amendment will fund remediation and rehabilitation of the west bank of the reclaimed water pond at the W.E. Dunn Reclamation Facility.
• A soil depression has worsened, threatening the stability of the pond embankment and surrounding infrastructure.
• Funding for these emergency services is being requested as a Fiscal Year 2025 Administrative Amendment, realigning funds from Dunn Electrical Improvements Project 003409A to Dunn Pond Liner Replacement Project 003431A, in the amount of $4,000,000.00.
Body
Strategic Priorities:
1.2 Maintain and enhance County infrastructure.
1.6 Ensure sustainable water management.
Summary:
This amendment will accompany Granicus item 25-0657D Emergency repair with PCL Construction, Inc. for Dunn WRF Depression West of RCW Pond, as well as a FY26 Post-proposed budget adjustment. The net impact of the budget adjustment will be a $4,000,000.00 decrease to the Sewer Renewal and Replacement Fund beginning fund balance, and a $5,000,000.00 decrease to the budget future year reserves.
Background/Explanation:
A small hole/depression area opened up in the RCW pond west slope access road on July 9, 2025. Soil borings were previously performed in this area to 100 feet below grade due to possible slope failure on the west bank. An Aqua-Dam will be constructed in the RCW pond to isolate the west bank of the pond such that monitoring of the pond bottom can be observed during grouting operations. The Aqua-Dam will be 26 feet high so that the RCW pond can remain in service. The existing 60 mil HDPE liner that is exposed behind the Aqua-Dam will be replaced following the grouting operations.
