Recommended Action

Approval by the County Administrator of the emergency remediation and rehabilitation with PCL Construction, Inc. and Gulf Coast Aqua Dams for Dunn WRF Depression West of RCW Pond

•                     Emergency services provided by PCL Construction to provide remediation services to stabilize the west slope of the RCW pond.

•                     A small hole/depression area opened in the RCW pond west slope access road on July 9, 2025. Soil borings were previously performed in this area to 100 feet below grade due to possible slope failure on the west bank.

•                     Not-to-exceed amount of $5,000,000.00 for this emergency request.

•                     An Aqua-Dam will be constructed in the RCW pond to isolate the west bank of the pond such that monitoring of the pond bottom can be observed during grouting operations. The Aqua-Dam will be 26 feet high so that the RCW pond can remain in service. The existing 60 mil HDPE liner that is exposed behind the Aqua-Dam will be replaced following the grouting operations. Replacement of the liner is a planned capital project, and replacement cannot be completed until the depression is remediated.

•                     This contract will utilize a direct purchase for the Aqua Dam from Gulf Coast Aqua Dams for additional tax savings.

•                     Funding for these emergency services is being requested as a FY25 Administrative Amendment (Granicus 25-0672D) and a FY26 Post-proposed budget adjustment, which will be presented to the County Administrator and Board of County Commissioners for approval. Contingent upon approval of these budgetary measures, funding would be available under Dunn Pond Liner Replacement Project 003431A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund in the amount of $10,624,000.00.

Contract No. 25-0843-E in the amount of $5,000,000.00.
