Background Information:

In Fiscal Year 2021 staff conducted a strategic planning process for the Lealman Exchange and later initiated a Letter of Interest (LOI) procurement process to select an entity to implement the strategic plan. The St. Petersburg Foundation was selected.

The Board of County Commissioners (BCC) approved the Agreement on March 8, 2022, which made the Foundation responsible for operational, repair and maintenance expenses of the Lealman Exchange, and provides it the authority to manage, operate, direct and supervise the facility. This agreement was amended September 5, 2024 to exercise the first 5- year renewal term through September 30, 2029.

The Community Foundation of Tampa Bay, pledged $210,000 ($70k for 3-years) to the St. Petersburg Foundation to support implementation of the LEX strategic plan which was memorialized through the original MOA to support Needs Navigation Services and established Pinellas County as the pass-through agency for the funding. The original MOA was executed on December 23, 2022 for a 1-year period with 2 annual automatic renewals.

Fiscal Impact:

No fiscal impact for the County or the Agency.

The funding from the Community Foundation of Tampa Bay, Inc. will no longer request that Pinellas County serve as a pass-through agency and will directly send the funding to the St. Petersburg Foundation to support Needs Navigation services.

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Article III, Division 2, Section 2-62 (a)(1) and (a)(4) of the Pinellas County Code.
