Recommended Action

Approval and execution by the County Administrator of the Fourth Amendment to the Purchase Authorization Agreement with Optiv Security Inc. for Palo Alto maintenance and support.

•                     Palo Alto provides a security subscription for threat prevention and firewall security within the County; there are consistent security risks to County IT infrastructure and services and this service helps mitigate those risks.

•                     Approval of this amendment allows for continued security services and early technology refresh that will offset a future year BTS FY27 CIP expense of $180K.

•                     Pricing is based on Government Services Administration (GSA) Contract No. GS-35F-0511T.

•                     The Fourth Amendment provides security through July 26, 2026, to align with the GSA agreement, and funding to provide for technology refresh of equipment and services through the twelve-month extension period, in the amount of $245,846.29.

•                     Funding for this Amendment is included partially in the FY25 Adopted Operating Budget within the Business Technology Services Fund and requires supplemental funding from anticipated payroll and operating expenditure lapse.

Contract No. 21-0385-M; increase in the amount of $245,846.29, for a revised total not to exceed amount of $774,462.35 through July 26, 2026.

Body

Strategic Priorities:

Resilient Infrastructure and Environment
1.2 Maintain and enhance County infrastructure

Smart Service Delivery
4.3 Improve efficiency of service delivery through technology

Summary:

Palo Alto supports enterprise firewall deployments by providing network, cloud, and endpoint security capabilities to safeguard applications and prevent successful cyber breaches regardless of where the data resides. This Fourth Amendment allows for continued security through July 26, 2026, with technology refresh FY25, at an increased amount of $245,846.29.

Background/Explanation:

Palo Alto products have been utilized Countywide since 2010 and complies with regulatory requirements which ensure that information is encrypted when communication is occurring over public networks.

On May 4, 2021, the County Administrator approved this Purchase Authority Agreement for a twelve
-month term in the amount of $106,677.43. The County Administrator approved the First Amendment on August 17, 2022, in the amount of $126,020.90. On July 11, 2023, the County Administrator approved the Second Amendment in the amount of $136,555.04. On June 14, 2024, the County Administrator approved the Third Amendment in the amount of $159,362.69.

Pricing is based on Government Services Administration Contract No. GS-35F-0511T.

Fiscal Impact:

Initial awarded total not to exceed for term ending July 2022:                                           $106,677.43

First Amendment increase for term ending July 2023:                                                                                    $126,020.90

Second Amendment increase for term ending July 2024:                                                                $136,555.04

Third Amendment increase for term ending July 2025:                                                                $159,362.69

Revised total not to exceed:                                                                                                                                                   $774,462.35

Funding is derived from the BTS Infrastructure line-item operating budget (641116) within the Business Technology Services Fund (5001). The FY25 line-item budget is underfunded, and FY25 budget estimate is understated, requiring additional funding from anticipated payroll and operating lapse to supplement funding needed in an amount of $65,776.38.  The FY26 budget request for this line is understated by an estimated $53,533.19, given recent supplier inflationary increase projections. BTS will monitor budgetary impacts in FY26 to determine adequate funding is requested for FY27.

Delegated Authority:

Authority for the County Administrator to approve and execute this Fourth Amendment is granted under Code Section 2-62 (a)(1).
