Approval by the County Administrator of the purchase authorization with Amazon.com Services LLC dba Amazon Business for Online Marketplace.
• This purchase authorization provides a countywide centralized platform with oversight and control of the procurement of a variety of maintenance, repair, and operation (MRO) items utilizing Amazon’s Online Marketplace services for all departments.
• Amazon provides customer access to enhanced spend visibility, progressive discounts, enhanced guided buying to enable organizations to set their procurement preferences and controls, punchouts catalogue items and shopping lists for ease of reordering.
• Prices, terms, and conditions are per Omnia Partners, Public Sector Cooperative through the State of Utah Contract No. LS4679.
• Contract spend is estimated at $250,000.00 annually for a total of $1,250,000.00 over five years, effective through May 5, 2030.
• Purchases will be affected utilizing P-cards and will be held to the P-card limit of $5K per transaction.
• This agreement is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year. Funding for this amendment is included in the FY25 Adopted Budget in multiple Departments in multiple operating and capital funds. Funding for the second year of this agreement is included in the requested FY26 Budget submission and will likely be requested in future budgets.

Summary:
This purchase authorization provides a countywide centralized platform with oversight and control of the procurement of a variety of MRO items utilizing Amazon’s Online Marketplace services for all departments.
Background/Explanation:
The State of Utah Division of Purchasing, acting as the Principal Procurement Agency with OMNIA Partners, Public Sector (OMNIA) issued TR24-8 on April 21, 2025, to establish a national cooperative contract for Amazon Online Marketplace services. The State of Utah, OMNIA and Amazon successfully negotiated contract LS4679 with a contract effective date of May 6, 2025, for a five-year term.
Fiscal Impact:
Estimated expenditure not to exceed: $1,250,000.00
Funding for this agreement is included in the FY25 Operating Budget for multiple departments and funds.
As this is a countywide contract, it can be utilized by other departments requiring operating supplies. Approval for the use of any other funds and whether budgetary conditions are met will need to be made on a department-by-department basis.
Future funding will be dependent of an adopted budget starting in FY26.
