Approval and execution by the County Administrator of the Third Amendment to the Agreement with the Gordian Group for Job Order Contracting (JOC) consultant services.
• This contract provides the software and price catalog to manage the County’s JOC program including contractor performance and oversight. Two departments predominantly utilize JOC, Construction and Property Management and Utilities with availability for use by other departments based on need.
• The Third Amendment increases the contract by $82,500.00 at the same pricing, terms, and conditions through July 25, 2025; a new agreement is in process utilizing OMNIA Partners, a large purchasing cooperative contract and will be processed in the near future when available through OMNIA.
• This agreement is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year. Funding for this amendment is included in the FY25 Adopted Budget in multiple Departments in multiple operating and capital funds. Funding for the second year of this agreement is included in the requested FY26 Budget submission and will likely be requested in future budgets.

Summary:
Approval of the Third Amendment to increase in the amount of $82,500.00, effective through January 25, 2026, at the same prices, terms, and conditions. JOC provides services under three (3) contracts: two for Facilities maintenance, repair, and minor construction and the second for Utilities wastewater treatment plants and water plant maintenance, repair, minor construction and underground utilities.
Background/Explanation:
On July 1, 2015, the County Administrator awarded the contract to the Gordian Group in the amount of $600,000.00 for five years as a sole source contract. The First Amendment was approved by the County Administrator on January 9, 2020, increasing the contract by $225,000.00 due to heavier than anticipated usage of JOC services and the Second Amendment increased the contract by $825,000.00 and provided a sixty (60) month extension through July 25, 2025, at the same prices, terms, and conditions.
Fiscal Impact:
Original expenditure not to exceed: $ 600,000.00
First Amendment increase: 225,000.00

Revised total contract expenditure: $1,732,500.00
