Body
Background Information:
While performing scheduled testing during the Young-Rainey STAR Center triennial shutdown the IPS team tested the four transformers serving switchgear C-3 and C-4. Transformers C-3 west and C-4 west both failed and cannot be put in service.
Transformers C-3 east and C-4 east both tested at the bottom of the acceptable range of operation. To validate results, testing was performed a second time utilizing different testing equipment. This condition results in an unacceptable risk of failure condition that would impact a large portion of the STAR Center facility. This PO request is to replace the C3-west and C-4 west transformers only. These transformers were previously tested during the 2021 shutdown and no discrepancies were noted.
