Wade Trim is currently under contract with the County to complete the Five (5)-Year Consolidated Plan and the Analysis of Impediments for the County. Each of the cities can utilize the Analysis of Impediments to fulfill Consolidated Plan requirements for their jurisdiction.

The Interlocal Agreement re-establishes the consortium formed in 2020 to complete the Analysis of Impediments and allows each of the consortium members to equally share in the cost of the development of the update to the Analysis of Impediments.

The total cost for each of the consortium members will not exceed $16,675.00.

Background/Explanation:

As part of the Consolidated Plan process, HUD requires jurisdictions receiving CDBG, HOME and ESG program funds to update the Analysis of Impediments.

In 2020, the County and the cities of St. Petersburg, Largo and Clearwater formed a Consortium to complete the Analysis of Impediments.

The County has contracted with the consulting firm, Wade Trim, Inc. to provide the needed services to complete the Five (5)-Year Consolidated Plan, Annual Action Plan and the update to the Analysis of Impediments for the County. Each city is also required to complete a Five (5)-Year Consolidated Plan and Annual Action Plan for their jurisdictions. The Analysis of Impediments is a county wide document which can be utilized by all consortium members to submit with their Consolidated and Annual Action Plans to meet HUD requirements.

Fiscal Impact:

The total amount of the contract for the Analysis of Impediments with Wade Trim, Inc. is $67,060.00. Funding for the contract was included in the Fiscal Year 2025 (FY25) Operating Budget for Housing and Community Development (HCD) in the Community Development Grant Fund.

Each city will reimburse the County an amount not to exceed $16,675.00 upon the completion of the Analysis of Impediments. The funds will be deposited in the FY25 Community Development Grant Fund.
