Approval and execution by the County Administrator of the Contract for Sale and Purchase of Easement (Contract) with Pelican Equipment Co, Inc. (Grantee) for a drainage easement (Easement) providing access to the Cross Bayou Canal (CBC) for the Cross Bayou Canal improvements (Project).
• The County wishes to purchase this Easement for the Project.
• Grantee desires to sell the Easement, over a portion of their property located at 5390 150th Avenue North, Largo, Pinellas County Florida.
• The Easement allows the County access to CBC for the Project and future maintenance.
• The purchase price for the Easement is $140,000.00.
• Acquisition is budgeted in the FY25-FY30 Capital Improvement Program, Cross Bayou Improvements Phase I project, 002124A, funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and State grant funding.

Summary:
Approval and execution of the Contract by the County Administrator will enable the County to obtain the Easement required for the design, construction, and maintenance of the CBC.
Background/Explanation:
The CBC spans 7.9 miles and runs from Boca Ciega Bay to Old Tampa Bay. The County is working to restore habitat, improve water quality, and drainage along the CBC. As a Project precursor, the County is obtaining property interest along the CBC.
The CBC runs along the east side of Grantee’s property. The County asked Grantee for the Easement, and Grantee requested compensation. The Grantee has agreed to accept $140,000, (one hundred forty thousand dollars) as compensation for the Easement; this value was determined from a property appraisal report.
Fiscal Impact:
Purchase price of the Easement is $140,000.
Acquisition is budgeted in the FY25-FY30 Capital Improvement Program, Cross Bayou Improvements Phase I project, 002124A, funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and State grant funding.

Authority for the County Administrator to sign this Contract is granted under Code Section 2-62 (a)(1).
