Summary:
CRA Plan Objective 8 - Branding, Marketing and Promotion of the Lealman CRA Plan includes a strategy to “Encourage community identity through artwork in parks and other public spaces that promotes local artists.” This Agreement between the CRA Agency and Creative Pinellas grants Creative Pinellas up to Fifty Thousand Dollars ($50,000.00) annually for up to a 5-year period in Tax Increment Financing from the Lealman Community Redevelopment Area Trust Fund dollars. Services include managing, leading, and promoting the Public Art Program and manage all aspects of a minimum of three (3) public art installations on public and/or private infrastructure or buildings to decrease graffiti, beautify the community, and support Lealman as an arts destination.
Background/Explanation:
In past years, the CRA has entered into annual public mural Funding Agreements with Creative Pinellas resulting in several murals being installed throughout the CRA. The proposed agreement with Creative Pinellas expands the options from only murals to public art installations as well as changes the terms to up to 5-years. The partnership with Creative Pinellas has been successful in getting the murals painted and is much appreciated by the community.
Fiscal Impact:
Appropriation of $50,000.00 for the first year of this Agreement is included in the FY25 Adopted Budget within the Lealman Community Redevelopment Area Trust Fund and will be paid utilizing the Municipal Services Taxing Unit (MSTU) portion of the Tax Increment Financing revenue that funds the CRA.
Delegated Authority:
Authority for the County Administrator to sign these payment voucher requests is granted Agency approval with approval of the FY25 CRA Workplan.
