Summary:

This annual grant is known as the Emergency Management Performance Grant (EMPG) Base Grant.  The grant funds emergency management plans and programs that contribute to the National Preparedness System.

Acceptance of the grant agreement provides the County grant award dollars up to $176,428 as sub-recipient to federal dollars for eligible expenses as pass-through from the State of Florida.

The term of this agreement is October 1, 2024 to March 31, 2026. An additional six (6) months was added onto the period of performance to better manage supply chain issues when utilizing the grant for supplies.

Background/Explanation:

The EMPG Program contributes to implementation of the National Preparedness System (NPS).  The intent is to provide each county with the means to successfully manage plans and programs consistent with State and Local Comprehensive Emergency Management Plans and Chapter 252, Florida Statutes.  Subrecipients are required to support the building, sustainment, and delivery of five (5) core capabilities including: Planning, Public Information and Warning, Operational Coordination, Economic Recovery, and Cybersecurity.

The grant has quarterly deliverable requirements. Prior Base Grant Awards under the EMPG have paid portions of Emergency Management staff salaries and storage costs related to planning for and responding to disaster events.

Fiscal Impact:

The scope of work provides the County with $176,428.00 in federal grant funds for eligible reimbursable expenses.

A County dollar for dollar match of non-federal dollars equal to or greater than $176,428.00 is required.

This grant award and the County non-federal dollar match funds of $176,428.00 are included in the FY25 Adopted Budget within the Emergency Management Department.
