Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.1 Maximize partner relationships and public outreach
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

The original ILA with Pinellas County School Board-Transportation Division dated February 6, 2015 provided for a multi-year extension. At the expiration of the initial term, the first amendment continued the agreement through September 30, 2024. The second amendment renews the agreement for an additional three years. The proposed renewal term is from October 1, 2024 through September 30, 2027.

Background/Explanation:

Pinellas County manages a single shared radio system with multiple user groups including the Pinellas County School Board. The shared system provides both economies of scale and meets the regional goal of interoperability and interagency communications. Sharing the system allows for seamless communication with Emergency Management during a disaster activation as the School Board assists with evacuations under Federal Emergency Management Agency (FEMA) Emergency Support Function (ESF) #1 Transportation.

Fiscal Impact:

The School Board’s portion of annual maintenance is estimated to be $194,290.00 based on their portion of airtime. This results in sharing a percentage of the cost for the radio system infrastructure maintenance. Cost recovery to the County will be allocated in the General Fund, Moving Violation Surcharge. This renewal is consistent with the FY25 Adopted Budget.

Delegated Authority:

Authority for the County Administrator to sign this Optional for Renewal is granted under Code Section 2-62 (a)(1).
