Summary:
The purpose of this grant is to seek funding assistance for the construction phase of the Baypointe Stormwater Conservation Area Project. Grant requests $1,000,000.00 in SWFWMD CFI funds for the construction phase of this project. Grant requires $1,000,000.00 matching funds from the Local Infrastructure Sales Tax (Penny for Pinellas) and be included in the FY25-FY30 Capital Improvement Plan. Total proposed budget for the Baypointe Stormwater Conservation Area project in the FY25-FY30 CIP plan is $9,744,000.00.
Background/Explanation:
The Baypointe Stormwater Conservation Area Project is a Capital Improvement Project (CIP) for stormwater treatment and flood protection. This project includes converting an old golf course into a regional stormwater retention and treatment system, while also providing environmental enhancements such as upland mitigation and preservation of open space. The project will significantly improve the County's ability to manage stormwater runoff, reduce flooding, and enhance water quality. After significant site analysis including tree inventories, brownfield designation and stormwater assessments, a stormwater design has been developed.
The current grant request to SWFWMD seeks funding to assist the construction portion of the project. The construction will include maximizing stormwater detention and flood mitigation by introducing a new north pond and significantly expanding the three existing ponds, moving over 84,000 cubic yards of soil to shape these ponds, berms, and other mounds to maintain all soil on site. The redistribution of soil is also essential in the consolidation and capping of contaminated soils (such soils require a 2-foot cap of clean soil).
Fiscal Impact:
The $1,000,000.00 SWFWMD CFI grant will require an equal County match of $1,000,000.00. This match is budgeted in the Approved FY24-FY29 CIP Plan as well as the Proposed FY25-FY30 CIP Plan for Baypointe Stormwater Conservation Area, project 003435A. Current project funding sources include Local Infrastructure Sales Surtax (Penny for Pinellas), Federal appropriation (State and Tribal Assistance Grants or STAG), and the American Rescue Plan Act. Match will come from Penny for Pinellas funding. The SWFWMD grant would be an additional funding source and will not offset existing funding.
