Summary:

On September 12, 2024, at 6:00 pm, County staff will be available to the residents to provide information about the relocation assistance application and to answer questions. Background/Explanation:

The Twin City Manufactured Home community is located in a Special Flood Hazard Area (SFHA) and has experienced repetitive flood losses from both storm surge and rainfall. This circumstance presents a significant risk to residents. When a significant flooding event occurs, the residential structures are highly susceptible to damage.

Following the impacts of Hurricane Idalia in 2023, 80 of the 82 manufactured housing units in the community were determined substantially damaged by Pinellas County. On October 6, 2023, the County delivered letters to the park owner, and the 80 Manufactured Home Unit (MHU) owners and residents of Twin City informing them that all substantially damaged properties must be brought up to code compliant with the local floodplain management regulations prior to the start of the next hurricane season, June 1, 2024. The options presented in the letter included: 1) Replace the unit and elevate it above the Base Flood Elevation (BFE); 2) Move the unit to a new property outside of the SFHA; or 3) Move to a new home. Recognizing the burden associated with meeting these requirements by June 2024, the County subsequently sent a second notification to the MHU owners and residents informing them of an extension until June 2025. In the interim, the County has prepared a relocation assistance program utilizing state Hurricane Housing Recovery Program (HHRP) funds to assist residents.
