Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of County services and support

Summary:

The Amendment realigns $335,000 from Personnel Attrition Savings to Aids to Government Agencies within the FY24 Adopted Budget for General Government in the General Fund. This is required due to a delayed payment of the FY23 CRA invoice from Gulfport.

Additionally, the Amendment realigns $225,000 from Justice Coordination Core Service Area and $258,570 from Behavioral Health Services to State Mandate - Medicaid Match within the FY24 Adopted Budget of Human Services in the General Fund. This realigns a combined total of $483,570 due to higher than anticipated County Medicaid contributions.

Overall, this Amendment does not change the total appropriations for the General Fund, it only realigns a combined total of $818,570 within the General Fund.

Background/Explanation:

General Government received the delayed FY23 CRA invoice from Gulfport in FY24. This was originally budgeted for in FY23, however, funds were not carried forward. The delay in the invoice will require General Government to pay both the FY23 and FY24 invoices in FY24, while only the FY24 invoice is budgeted for in the General Fund. It has been determined that General Government cannot absorb the $335,000 and realignment of funds from Personnel Savings Attrition to Aids to Government Agencies is the appropriate course of action.
Additionally, Human Services received a higher than anticipated Medicaid contribution total in June 2024. The County is required by the State to make a Medicaid contribution annually, however, the total amount is not known until Quarter III of a fiscal year due to the timing of the Florida State Fiscal Year. The Department is requesting to realign a combined total of $483,570 in lapse savings from the Justice Coordination Core Service Area ($225,000) and Behavioral Health Services ($258,570) to State Mandate - Medicaid Match in the General Fund.

This Amendment does not change the total appropriations for the General Fund, it only realigns a combined total of $818,570 within the General Fund. The proposed realignment is pursuant to Florida Statute Section 129.06(2)(b) and Pinellas County Resolution No. 04-62.

Fiscal Impact:

Realign $335,000 within General Government for the delayed City of Gulfport (Gulfport) Community Redevelopment Area (CRA) FY23 invoice.

Realign $483,570 in Human Services due to the County’s Medicaid contribution being higher than anticipated in FY24.

This Amendment does not change the total appropriations for the General Fund, it only realigns a combined total of $818,570 within the General Fund.

Delegated Authority:

Authority for the County Administrator to sign this Administrative Amendment is granted under Florida Statues. In accordance with Section 129.06, F.S., the Board of County Commissioners (Board) may establish procedures by which the designated Budget Officer may authorize certain budget amendments. The Board approved delegation of this authority to the County Administrator with Resolution No. 04-62 on April 13, 2004.
