• The capital project has been cancelled and a new project, Logan Laboratories Building Hardening and Improvements Project 006502A has been requested in the FY25-FY30 Proposed Capital Improvements Plan.
• Funding for this contract was available under Logan Laboratory Improvements Project 002149A, included in the Capital Improvement Plan, funded by the Water Renewal and Replacement Fund, Sewer Renewal and Replacement Fund, and Resilient Florida grant funds.

Summary:
The single bid received from Bandes Construction Company Inc in the amount of $20,441,399.00 was 45% higher than the Engineer’s Estimate. Utilities staff has requested to modify the plans, specifications, and estimate and evaluate alternatives that would solicit more interest in the project. Once completed, Purchasing Department will rebid this project.
Background/Explanation:
This bid was advertised on January 19, 2024, the Purchasing Department advertised and invitation to bid for the Utilities Reliability Improvements Project - Logan Laboratory (PID 002149A). Rejection of bid is recommended due to the high pricing and lack of competitive responses.
Fiscal Impact:
The project budget in the Amended FY24-29 Capital Improvement Plan is $11,759,000. Utilities has not requested a FY25 budget for this project. Remaining Resilient Florida grant funds in the amount of $2,586,000 have been transferred to the General Maintenance South Building Hardening Project 004578A and South Cross Bayou AWRF Building Hardening Project 005226A in the FY25-FY30 Capital Improvement Plan request.
