Approval and execution by the County Administrator of the technical correction to change the earmark language for the Fiscal Year (FY) 2022 United States Environmental Protection Agency (USEPA) State and Tribal Assistance Grant (STAG): Tide Check Valve Project to replicate language of the FY 2023 Anclote Road Stormwater and Roadway Improvement Project.
• USEPA STAG has earmarked funds for Tide Check Valve (TCV) and Anclote Road Stormwater and Roadway Improvement projects.
• TCV project was appropriated $240,000.00 with a match of $60,000.00. The Anclote Road Stormwater and Roadway Improvement project was appropriated $2,000,000.00 with a match of $400,000.00.
• Due to complexity and unforeseen cost of the NEPA assessment, the County will no longer pursue funding for TCV project.
• USEPA is allowing a transfer of $240,000.00 earmarked for the TCV project to the Anclote Road Stormwater and Roadway Improvement project.
• This transfer increases the total grant funding of the Anclote Road Stormwater and Roadway Improvement project from $2,000,000.00 to $2,240,000.00. This change also increases the proposed County match of this project from $400,000.00 to $460,000.00.
• A technical correction to reallocate funds must be signed by the County Administrator.
• The grant application for these funds has not been submitted.
• Funding is budgeted under the Anclote Road Stormwater and Roadway Improvements Project 003897A, included in the Capital Improvement Plan, funded by the Penny for Pinellas and a federal construction grant. Body

Background/Explanation:
President Biden signed the FY 2023 Consolidated Appropriations Act (P.L. 117-328) into law on December 29, 2022. The USEPA will award and administer water infrastructure projects identified as Congressionally Directed Spending and Community Project Funding items in Appropriations Acts.
The County was earmarked for infrastructure projects in FY 2023, including the Anclote Road Stormwater and Roadway Improvement project. Anclote Road is a 2.4-mile collector road serving underdeveloped industrial and commercial areas, a work release center and residential areas in unincorporated Pinellas County and the City of Tarpon Springs. The County has identified this area as a Target Employment Center for economic development which will allow increased density for uses such as manufacturing, office and research and development. Objectives for improving this corridor include providing multimodal access to industrial, workforce and residential areas; along with improving safety and stormwater management.
Fiscal Impact:
Funding is budgeted under the Anclote Road Stormwater and Roadway Improvements Project 003897A, included in the Capital Improvement Plan, funded by the Penny for Pinellas and a federal construction grant.
