Summary:

Emergency purchase order for a contractor, Harris-McBurney Company, to relocate County water, sewer, and reclaimed infrastructure conflicting with the City of Indian Rocks Beach stormwater project for work not to exceed $140,857.40.

Background/Explanation:

The City of Indian Rocks Beach is in the process of replacing and upgrading its stormwater system through its FY23 Stormwater Improvements Outfalls, 03&04 project.

The City’s contractor has identified several locations where the proposed drainage pipes and structures directly conflict with County water, sewer, or reclaimed infrastructure. County Utilities staff previously met with the contractor and the City at the site and discussed the required work, and the most expedient way to relocate County infrastructure utilizing the same contractor to relocate the conflicted infrastructure.

Utilities staff provided detailed drawings of the expected work to be completed and requested a price from the contractor. Utilities staff has worked with this contractor before and believe the quoted price is adequate to relocate County utilities infrastructure and not delay the City’s project due to potential for claim delays.  Purchasing was not notified of this project until July 2, 2024, at which time it was already an emergency request.

Fiscal Impact:

Estimated emergency expenditure: $140,857.40.

Funding is available under Water, Sewer, and Reclaimed Water Relocation Projects, Parent Project 000831A, for FY24. However, estimates for all subprojects exceed the FY24 allocation (see Project Financial Overview attachment). Pinellas County Utilities will reprioritize subprojects under the parent project to ensure budget alignment at fiscal year-end.

Delegated Authority:

Authority for the County Administrator to approve this emergency purchase is granted under Code Section 2-181.
