Recommended Action

Approval and execution by the County Administrator of the Interlocal Agreement between Pinellas County and Forward Pinellas, in its role as the Pinellas Planning Council, for the update of the Multimodal Impact Fee Ordinance.

•                     The Pinellas County Multimodal Impact Fee Ordinance (Chapter 150, Article II, Part III - Pinellas County Code of Ordinances) is a countywide ordinance that is used to ensure that new development bears a proportionate share of the cost of capital expenditures necessary to meet mobility needs as established by the county comprehensive plan, the metropolitan planning organization's long range transportation plan, and the comprehensive plans of the municipalities in Pinellas County.

•                     The existing multimodal impact fee ordinance is required to be updated.  This will ensure its continued effectiveness and the sustainability of resources that will fund multimodal improvements to transportation infrastructure in partnership with the other twenty-four local governments in Pinellas County.

•                     Forward Pinellas will manage the project, which is scheduled to commence this summer and conclude in the fall of 2025.

•                     Staff from each of the funding partners interviewed consulting firms and selected Benesh to assist with this project.

•                     The total estimated project cost is $440,000, to be jointly funded by Forward Pinellas ($200,000); the Cities of Clearwater, Largo, and St. Petersburg (each contributing $60,000) and Pinellas County ($60,000) per interlocal agreements.

•                     Funding for this project is included for the current-year budget of the Housing and Community Development Department in the General Fund; funding for this project is also included in the current-year budget of Forward Pinellas in the Pinellas Planning Council Fund.
