Recommended Action

Approval of the purchase authorization and agreement with Temple, Inc., for the purchase of Traffic Signal Preemption products.

•                     This purchase authorization will provide Traffic Signal Preemption for emergency vehicle response; it is a system that overrides the operation of traffic lights for the safe passage of emergency vehicles.

•                     This contract has a total not to exceed of $2,425,200.00, effective through June 05, 2026.

•                     This contract utilizes pricing and scope of work based on the State of Florida Department of Transportation (FDOT) Term Contract No. DOT-ITB-24-9098-SJ but utilizes a County contract for legal provisions.

•                     The County Administrator has authority to award County contracts in any amount utilizing State of Florida bid or negotiated contract, per County code 2-185.

Summary:

Traffic signal preemption will be used for emergency vehicle responses, ensuring preparedness at intersections for safe passage. When activated, the system will override the normal operation of traffic lights to allow the emergency vehicle the right-of-way, thereby reducing response times and enhancing traffic safety. The contract is not to exceed $2,425,200.00, effective through June 05, 2026.

Background/Explanation:

This FDOT contract has been in existence since the early 1970’s to provide Approved Products List (APL) for Traffic Equipment, which has been continuously refined through the years. The APL was initially created to consolidate all products under the FDOT certification requirement into one approved list and consolidate all initial product testing to one statewide test facility. Currently, the APL contains approximately 1200 traffic control signals and devices from approximately 32 vendors.

Fiscal Impact:

Funding in the amount of $2,425,200.00 is consistent and included in the Safety and Emergency Services FY25 EMS Budget.

Not to Exceed Amount $2,425,200.00
