Approval and execution by the County Administrator of the agreement with Environmental Systems Research Institute, Inc. for ESRI StreetMap Premium Software as requested by the Business Technology Services (BTS) department on behalf of Safety and Emergency Services and Pinellas Regional Information Management Enterprise (PRIME) - American Rescue Plan Act (ARPA).

•                     This software will provide integrated real-time traffic and advanced routing capabilities for the new Countywide Computer Aided Dispatch initiative led by the PRIME consortium including Safety and Emergency Services and Pinellas County Sheriff’s Office.

•                     Award recommendation to Environmental Systems Research Institute, Inc. as the sole responsive and responsible bidder in the not exceed amount of $771,156.18 for a 70-month term with an estimated annual spend of $132,198.20.  This contract was competitively solicited to test the market; however, this firm is the only firm that can provide this software due to universal usage by PRIME.

•                     Funding for this action is included in the current-year ARPA budget.

Contract No. 24-0836-ITB in the not to exceed amount of $771,156.18, effective for 70 months.

Body

Strategic Plan:

Deliver First-Class Services to the Public and Our Partners
3.4 Public Sector Capacity: Effective Service Delivery
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

This purchase provides a mechanism for BTS to acquire software on behalf of Safety and Emergency Services to support advanced routing and real-time traffic functionality to the new countywide computer aided dispatch (CAD) initiative.

Background/Explanation:

On June 3, 2024, the Purchasing Division released an Invitation to Bid for StreetMap Premium Software. Only one (1) response from Environmental Systems Research Institute, Inc. was received in the amount of $771,156.18. The time between bid opening on June 18, 2024, and the partially executed contract was due to negotiation of contract terms. This is the only vendor that can provide this software.

Fiscal Impact:

Seventy (70) month expenditure not to exceed:                     $771,156.18

Initial anticipated expenditure is $115K annually and is consistent with the Safety and Emergency Services FY24 budget estimate and FY25 request within the approved ARPA customer project 006011A via RES 24-19 appropriation.  Funding for future anticipated expenditures thru the seventy (70) month term of this agreement will maximize ARPA funds through their term of availability, and then remaining needs will be included in future year budget request(s) from Safety and Emergency Services. Safety and Emergency Services will recover the expenditure from PRIME through their annual budget process.

Delegated Authority:
