Recommended Action
Approval and execution by the County Administrator of the revision of the federally funded subaward and grant agreement with the State of Florida, Division of Emergency Management (FDEM) for reimbursement through the Federal Emergency Management Agency (FEMA) for public safety costs related to the response to and damage from Hurricane Idalia.
• This delegated item simply corrects the performance start date of the agreement from August 31, 2023 to August 27, 2023.
• The date in the original item (approved and executed by the Board of County Commissioners on April 9, 2024 as Granicus file #24-0164A) was incorrectly provided by the Florida Division of Emergency Management (FDEM). FDEM has since provided the new date.
• The County Attorney’s Office has opined that changing the date is within the County Administrator’s delegated authority.
• Execution of this grant funding agreement with the FDEM is necessary to appropriate funding for eligible disaster relief costs.
• As of January 23, 2024, the County had expended approximately $2.6M on Hurricane Idalia emergency response, resident sheltering, & debris cleanup, and expects to expend approximately $105,000 on permanent facility repairs.
• The County will leverage FEMA for reimbursement of emergency response and permanent repair activities.
• No other Board actions have taken place related to this item.

Summary
Execution of the revised Grant Funding Agreement with the State of Florida, Division of Emergency Management is necessary to receive reimbursement for disaster-related costs associated with Hurricane Idalia.
This was originally approved by the Board on April 9, 2024 as Granicus File #24-0164A.
Body
Background Information:
This agreement was originally executed by the Board on April 9, 2024. On May 22, 2024 the Pinellas County Office of Management and Budget was informed via email that the Florida Division of Emergency Management had erred by noting an incorrect date in the period of performance for this subgrant agreement. In the original agreement, the period of performance began on August 31, 2023, when the correct date should have been August 27, 2023.
Applicants to the Federal Emergency Management Agency’s Public Assistance program may only request reimbursement for costs which are incurred within the period of performance for each disaster, therefore noting the correct period of performance within the subgrant agreement is important.
Fiscal Impact:
An estimated $2.6M has been identified as damages with the State and FEMA. The actual dollar amount will be determined upon review and approval of eligible storm costs by FEMA. The County can anticipate reimbursement of 100% for approximately $2.5M in emergency protective measures and debris costs, and 87.5% of approximately $105,000 of eligible permanent repair expenses between FEMA and the State.
Impacted funds are: General (~$2,192,000), Emergency Medical Services (~$16,300), Building Services (~$25,950), Airport Revenue and Operating (~$33,000), Tourist Development Council (~$590), Solid Waste Revenue & Operating (~$21,434), Water Revenue & Operating (~$62,087), and Sewer Revenue & Operating (~$108,665).
Delegated Authority:
Authority for the County Administrator to sign this item is delegated in Pinellas County Code 2-62(a)(7) which allows the County Administrator to execute “Corrective contracts and instruments.”
