Recommended Action:
Approval and execution by the County Administrator of the Joint Project Agreement (JPA) with the City of Largo (City) for reclaimed water system design along West Bay Drive from Indian Rocks Road to Clearwater-Largo Road in Largo.
• As part of the West Bay Drive Complete Streets Project, reclaimed water service lines will be added to provide irrigation to the proposed median landscaping.
• The total estimated JPA cost to City is $156,391.00. This will be receipted into an escrow account within 30 days of the County’s notification to the City to proceed.
• Execution of the JPA will allow the County’s consultant (HDR) to proceed with the design.
• The landscaped medians, associated irrigation and other city requested project elements will be funded by the City through a separate agreement.
• Funding is budgeted under the West Bay Complete Streets project from the Belleair Bridge to Clearwater-Largo Road Project 004540A included in the Capital Improvement Plan, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and Multimodal Impact Fees. Recommended Action

Summary:
The City of Largo (City) requested that the County provide irrigation for landscaped medians that are proposed along West Bay Drive between Indian Rocks Road and Clearwater/Largo Road within the City as part of the West Bay Drive Complete Streets Design project. The County agreed to design a reclaimed water line that connects to the City’s main reclaimed water line which will extend out to the medians provided that the City fund the design and construction of the reclaimed lines.
This JPA provides the funding mechanism for the City to pay the County for design of the reclaimed water lines. The City and the County mutually agreed that it would be in the best interest of both parties to authorize the County’s consultant HDR Engineering, Inc. (Consultant), to prepare design and construction plans for the 4-inch reclaimed water lines. Execution of the JPA will allow the County’s Consultant to proceed with the design.
Background/Explanation:
Public Works Transportation Planning conducted the “West Bay Drive Complete Streets Concept Plan” which further evaluated the feasibility of complete streets treatments recommended in the “2017 Forward Pinellas Pilot Plan” for West Bay Drive in Belleair Bluffs and Largo. This study included coordination with local municipalities to address the project goals which included: reduce crashes, maintaining travel time, improving pedestrian and bicycle mobility, and creating placemaking opportunities that promote community engagement.
The City of Largo (City) expressed their desire for landscaped medians within the project corridor during this study. The West Bay Drive Complete Streets Design project (PID 004540A) began in March 2022. The design project includes milling, resurfacing, and restriping the pavement, construction of landscaped medians and construction of a 10-foot-wide sidewalk on the south side of the roadway. Locations of the proposed medians were finalized in coordination with the City early in the design process.
The City agreed to pay for design and construction of a reclaimed water line to provide irrigation to these medians.
Fiscal Impact:
Funding is budgeted under the West Bay Complete Streets project from the Belleair Bridge to Clearwater-Largo Road Project 004540A included in the Capital Improvement Plan, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and Multimodal Impact Fees. Total available funding is the amount of the project allocation as represented in the FY25 approved budget. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
