Approval and execution of the award of bid and execution by the County Administrator of the agreement with Heritage Landscape Supply Group, Inc. to supply Herbicides, Aquatic Herbicides and Adjuvants to the Vegetation Management Division of the Public Works Department.
• This contract provides herbicide, aquatic herbicide and adjuvant products that are used for the maintenance and control of vegetation to reduce mosquito populations through chemical applications on an as needed basis.
• Three bids were received, with award recommendation to the lowest responsive and responsible bidder, Heritage Landscape Supply Group, Inc. in the amount of $1,113,850.75 for a sixty-month term or an annual amount not to exceed $250,000.00.
• This is a new contract for use by the Vegetation Management Division of the Public Works Department.
• This contract will utilize percent markup pricing to manage market volatility. This pricing structure will minimize contract amendments and reduce the risk of re-solicitation providing the county with a stable supply of the required goods.
• Funding for the first year of this agreement is included in the FY24 Adopted Budget of the Public Works Department in the General Fund, the Transportation Trust Fund, and the Surface Water Utility Fund. Funding for the second and future years of this agreement is partially included in the requested FY25 Budget submission and partially to be requested in future budgets.
Contract No. 24-0622-ITB in the total not-to-exceed amount of $1,113,850.75 for a sixty (60) month term; annual amount not to exceed $250,000.00.

Summary:
This contract is for annual requirements of herbicides, insecticides, and adjuvants for Public Works Department Vegetation Management division.
Background/Explanation:
On March 25, 2024, Purchasing, on behalf of the Public Works Department, released an invitation to bid with the intent to establish a contract for herbicides, aquatic herbicides and adjuvants to be ordered as needed. Three bids were received, with Heritage Landscape Supply Group, Inc. recommended as the lowest responsive responsible bidder.
Fiscal Impact:
Total not-to-exceed contract amount: $1,113,850.75
Annual not-to-exceed amount: $250,000.00
Funding is derived from the Public Works operating budget. Annual funding of the $250,000 is consistent and included in the FY24 Adopted budget and FY25 Request.
Delegated Authority:
Authority for the County Administrator to sign this agreement is granted under Code Section 2-62 (a)(1).
