Recommended Action

Approval and execution by the County Administrator of the third amendment to the agreement with Waycare Technologies, Inc. for software improvements, maintenance, and support of Artificial Intelligence (AI) traffic safety and congestion management software platform.

•                     This AI software program utilizes integration with dynamic message board messaging, predictive analysis to identify near term dangerous road segments at high risk of traffic incidents, and connected vehicle data to determine and identify ‘near-crash’ events to further improve traffic safety and traffic flow in the County.

•                     This third amendment exercises a thirty-six month term extension in the amount of $470,505.00 ($153,160.00 annually), effective until June 18, 2027.

•                     The County Administrator approved the original contract on July 29, 2021, in the amount of $448,455.00 for thirty-six month term. Both Amendment No. 1 approved on October 17, 2021 and Amendment No. 2 approved on February 28, 2024, by the Purchasing Director were for separate name changes with no fiscal impact.

•                     Funding for the first year of this amendment is included in the Fiscal Year (FY) 2024 budget in the County Transportation Trust Fund utilizing Local Option Fuel Tax. Funding for the second year of this amendment is included in the requested FY25 Budget submission. Funding for the third year of this amendment will likely be requested in future budgets.

Contract No. 21-0598-N term extension in the amount of $470,505.00 for thirty-six months with an annual average expenditure of $153,160.00, effective through June 18, 2027.Body

Strategic Plan:

Foster Continual Economic Growth and Vitality
4.4 Invest in infrastructure to meet current and future needs
4.5 Provide safe and effective transportation systems to support the efficient flow of motorists, commerce, and regional connectivity

Summary:

The term extension is for thirty-six (36) months to provide for continued software improvements, maintenance, and support of the predictive analytics software platform. Software enhancements include automated AI-driven incident identification, predictive analytics for proactive traffic safety and congestion countermeasures, automated irregular congestion algorithm using external in-vehicle data, dynamic travel analysis for improved travel time reliability, intersection performance and Waze traffic data.

Background/Explanation:

In an effort to improve the County’s ATMS program, this program was established in 2019 for predictive AI software technology, featuring integration of dynamic message board bling messages directly from the software, predictive analysis to identify near term dangerous road segments at a high risk of traffic incidents, information transfer from connected vehicle data to determine and identify near crash events from contextual driving behavior data and incorporating the County’s fleet automatic vehicle location data.

The County Administrator approved the original contract on July 29, 2021, in the amount of $448,455.00 for thirty-six (36) month term. Both Amendment No. 1 approved on October 17, 2021 and Amendment No. 2 approved on February 28, 2024, by the Purchasing Director were for separate name changes with no fiscal impact.
